§ 7-5. Nonresidential construction permits surcharge.

  • (a)

    In order to provide for an efficient, competent and resourceful construction industry training program that will enhance the development of a quality labor pool to support the building industry of this state, there is established the Arkansas Construction Industry Craft Training Program which will be administered by the Arkansas Department of Workforce Education in collaboration with the State Apprenticeship Coordination Steering Committee created by Arkansas Code § 6-52-204.

    (b)

    A surcharge in the amount of fifty cents ($0.50) per each one thousand dollars ($1,000.00) of construction authorized on any nonresidential construction permit issued by any political subdivision of this state is imposed to financially support the craft training education program.

    (1)

    The office of the political subdivision issuing the permit is to be responsible for collecting the surcharge and remitting by the fifteenth of the following month after collection thereof to the Department of Finance and Administration/Revenue Division/Miscellaneous Tax Section, P.O. Box 896—Room 230, Little Rock, Arkansas, 72203-0896, Phone (501) 682-7187, Fax (501) 682-1103.

    The political subdivision will retain five (5) per cent of each permit surcharge collected for the cost of administration.

    (c)

    The net proceeds received will be deposited in a special trust account in the state treasury known as the Arkansas Construction Industry Craft Training Trust Fund.
