§ 5-7. Same—Other than on premises of owner.

At all times when not confined as stated in section 5-6, the owner of any dog or dogs shall confine such dog or dogs within an automobile or by having one (1) end of a rope or leash affixed to a substantial stationary object, or held by some person competent to control such dog or dogs.
