§ 5-4. Enforcement generally.

(a)

The primary responsibility for the enforcement of this chapter shall rest with the animal control department and its designated employees, the police division and the health officer.

(b)

The animal control department shall be authorized and empowered to adopt and promulgate such rules and regulations as may be necessary and proper to effectuate this chapter.
