§ 2-71. Department of finance.

  • (a)

    There is hereby created a department of finance of the city. Said department shall be under the supervision of the director of finance, who shall be the chief administrative officer of the department. The director is to be chosen by the city manager and confirmed by the board of directors. The department shall be charged with the overall fiscal functions of the city, including purchasing, printing and insurance; and the director of said department shall supervise the city collector and be responsible for and assigned the duties and functions of the city treasurer and any other related functions delegated by the city manager.

    (b)

    The department of finance, acting by and through its director, shall submit to the city manager annually a proposed operating budget, to be approved by the city manager and the board of directors, and after said budget is approved, shall operate in accordance with the budget.
