§ 23-2. Same—Refusal of property owner to construct.

  • In the event of the failure or refusal of the owner of any property described in section 23-1 to build a sidewalk as ordered in this article in the manner and within ten (10) days after having received written notice from the city, the city may construct such sidewalk after having given ten (10) days' notice of its intention to do so. The city shall have a lien for the cost of such work, and a penalty of six (6) per cent shall be collected from the owner of said property.
